TOP NEWS: Cambodia and Thailand Agree to Ceasefire and Establish Mechanisms for Border Stability
Kuala Lumpur, Malaysia — August 7, 2025 — Cambodia and Thailand have formally agreed to a comprehensive ceasefire and mechanisms to promote peace and stability along their border region, following an Extraordinary General Border Committee (GBC) meeting held today in Kuala Lumpur. The agreement marks a significant step towards de-escalating tensions and fostering dialogue between the neighboring countries.
Ceasefire and Military De-escalation
The two nations committed to a nationwide ceasefire involving all types of weapons, including attacks on civilians and civilian objects, and military objectives of either side. Both sides agreed to avoid unprovoked firing and military movements, maintaining current troop levels without further redeployments as of 24:00 hours on July 28, 2025. Reinforcements along the border are to be halted to prevent further escalation.
Furthermore, they pledged not to undertake provocative actions such as entering each other's airspace or territorial positions post-ceasefire and agreed to refrain from constructing or enhancing military infrastructure beyond their own borders. Both sides also reaffirmed their commitment to international humanitarian law, including the treatment of prisoners and the return of the deceased, in accordance with the Geneva Conventions.
International Law and Humanitarian Commitments
The agreement emphasizes the importance of upholding international humanitarian principles, ensuring humane treatment of captured soldiers, and facilitating the respectful and dignified return of deceased individuals. The sides also agreed to cooperate in providing medical treatment for wounded personnel and civilians, based on the capacity of each side’s medical facilities.
Preventive Measures and Communication
Both Cambodia and Thailand underscored the importance of maintaining regular communication channels between military units and political authorities to resolve issues peacefully and prevent misunderstandings that could escalate conflicts. They also committed to convening the next Regional Border Committee meeting within two weeks and maintaining direct communication between their defense ministers and military chiefs.
Information and Public Discourse
In an effort to foster a peaceful environment, both sides pledged to refrain from disseminating false information, fake news, or misinformation that could inflame tensions among their populations or the international community.
Implementation and Oversight Mechanisms
To oversee the peace process, Cambodia and Thailand will establish Border Committees, supported by ASEAN observers led by Malaysia, to monitor the ceasefire’s implementation. The countries will also form interim observer teams comprised of ASEAN defense attaches, operating independently on each side to ensure compliance without crossing borders.
Next Steps and Future Engagements
The GBC agreed to schedule the next formal meeting within one month of August 7, 2025. Should urgent issues arise, an extraordinary session will be convened immediately to address potential challenges to the ceasefire agreement.
Official Statements
The agreement was jointly endorsed by H.E. General Nattaphon Nakphanit, Deputy Minister of Defence of Thailand and the Thai Co-Chairman of the GBC, and by the Deputy Prime Minister and Minister of National Defence of Cambodia, TEA Seiha, the Cambodian Co-Chairman of the GBC.
The agreement represents a constructive step toward stabilizing the Cambodia-Thailand border region and promoting long-term peace and cooperation between the two nations.
